Updates the dispatch-source workflow to use the orca-ubuntu-latest runner label (runner #61 "tone").

dispatch-target's workflow has already been switched to orca-ubuntu-latest on main, so this PR's triggered build will run on the new runner. After merging, dispatch-source will too.

Expecting:

  1. Pending status dispatch-target/build on the PR head
  2. dispatch-target run executed by runner "tone" (orca-ubuntu-latest)
  3. Success status flip
  4. Comment with run link
